Health sector reforms which is core to health systems strengthening is neither sequential nor incremental. Reforms should take place as sustained processes of change in the context of policy and health institutional reforms arrangements. From our experience, improvements in the functioning of the public sector systems tend to occur in parallel with and sometime in response to other aspects of institutional reform such as catalysing private sector participation.
We work with national governments in formulating innovative health sector reforms. Success of reforms depends on how the process is to be applied and by whom rather than how the contents are formulated.
